Assessment on the contribution of the Global Fund to the Health System Strengthening in Thailand

L’Initiative is a French facility that complements the Global Fund against AIDS, tuberculosis and malaria. Over the past two decades, the Global Fund has played in Thailand both a catalytic and transformative role—not only in advancing the response to HIV, tuberculosis and malaria, but in shaping a more inclusive and resilient health system. The Global Fund has been investing in the country since 2003, and to date has supported the health system and the response to HIV and Tuberculosis to the tune of 527 million dollars.

This external report, prepared by Ms. Christelle Boulanger and Dr Jaruwaree Snidwongse na Ayutthaya, offers a retrospective analysis of the Global Fund’s engagement in Thailand since 2003. It seeks to document the Global Fund’s strategic orientations, assess the depth and evolution of its investments in health systems strengthening (HSS), highlight key innovations now integrated into national frameworks, and provide forward-looking recommendations. In this area, L’Initiative played a complementary role in addressing unmet needs, particularly among migrants and people who use drugs.
