Projects for Health Systems Strengthening with a Focus on Human Resources
This call (24-2025-INIT-HSS-APR-01) supports projects seeking initial funding from L’Initiative (new projects) to strengthen health systems with a focus on human resources development. As part of the 2023-2025 funding cycle, L’Initiative has made health systems strengthening through support for health human resources a top priority. Well-trained and organized human resources are essential for building effective, high-performing health systems to combat HIV, tuberculosis, and malaria.
L’Initiative will prioritize measures that focus on:
initial and continuing education for health human resources;
support for human resource management policies and programs;
strengthening supply chains for medicines and health products, as well as pharmaceutical governance;
aligning programs for the three diseases with those for sexual, reproductive, maternal, child, and adolescent health;
integrating health services at all levels, including community level;
strengthening health information systems;
implementing cross-cutting approaches to address gender inequalities.

New for 2025: Two Funding Streams for Calls for Proposals
Each year, L’Initiative launches calls for proposals to fund catalytic projects that drive advancements in health practices and policies, facilitating the scaling up of innovative solutions. This year, five calls are open, divided into two distinct tracks:
“New Projects,” which includes three calls for proposals;
“Next Phase Projects,” which includes two calls for proposals.
Two online information sessions will be held (each simultaneously interpreted in French and English) to guide applicants in submitting their proposals online:
December 2, 2024, at 10:00 (UTC+1)
January 7, 2025, at 10:00 (UTC+1)
During these 1.5-hour sessions, L’Initiative will present the project call application platform, as well as the submission criteria and procedures. As the number of places is limited, please register as soon as possible.
Since 2011, L’Initiative has been providing technical assistance and catalytic financial support to around forty countries receiving funding from the Global Fund to Fight AIDS, Tuberculosis, and Malaria. This support has enhanced grant effectiveness and increased the health impact of funded programs, contributing to the effectiveness of pandemic response efforts and health systems strengthening.
