Cross-cutting Evaluation – Strengthening HIV and tuberculosis testing in Africa and Asia

This summary presents the results from the cross-cutting evaluation of six projects funded by L’Initiative on the theme of testing, implemented between 2017 and 2023 across seven countries in Africa and Asia. While community-based testing still faces challenges in terms of legal adoption, operationalization, and scale up, each of the evaluated projects aimed to advance HIV and/or tuberculosis testing, both within healthcare facilities and beyond, notably through decentralized community-based testing.
The cross-sectional analysis highlights four key pillars of a successful testing strategy :
- The leadership of operators and partnership with national authorities, fostering ownership of strategies ;
- A favorable environment facilitating universal access to testing ;
- The implementation of differentiated and innovative care services ;
- A systemic approach requiring the strengthening of the overall health system.
