Evaluation summary – EnPRISE 3 project: strengthening decentralised care for children and adolescents living with HIV in Senegal
To respond to the urgency of paediatric HIV in Senegal, the EnPRISE 3 project aimed to improve the availability and quality of care and support for children and adolescents living with HIV. From 2020 to 2023, the project strengthened decentralised care for children and adolescents living with HIV in nine regions of Senegal by consolidating regional referral hubs, training care teams and supporting access to care, notably through the reimbursement of transport costs.
The project helped keep 1,862 children and adolescents in care and improved the quality of their support (fast-track access, disclosure of HIV-positive status, access to sexual and reproductive health consultations and psychosocial support), with varying results depending on the site. Operational effectiveness relied on clear strategic partnerships and the inclusion of national health authorities.
Several sustainability measures were put in place before the end of funding — bridging finance for the hubs, inclusion of the hubs’ budget in the Global Fund’s GC7 request, and support for the continuity of research — providing a solid basis for scaling up and stabilising paediatric HIV services.
