Geographic evaluation summary of L’Initiative’s support in Madagascar
L’Initiative decided, for the first time, to carry out a geographic, cross-cutting evaluation of its interventions within a single country, with the aim of making evaluation a strategic learning tool. Conducted in Madagascar over several months and featuring co-constructed recommendations — notably during a workshop in Antananarivo — this unprecedented process has opened a shared operational agenda to further strengthen the response to the three pandemics and improve equitable access to health for all.
Rather than conducting project-by-project assessments, the geographic approach aims to reconstruct chains of change and assess overall coherence.
The evaluation highlights the scale of national health challenges: an increase in new HIV infections, a resurgence of malaria, and significant room for improvement in tuberculosis detection and care.
With regard to the support provided by L’Initiative – Expertise France, the analysis confirms concrete advances.
