This project aims to enhance evidence-based human resource (HR) management in Centers for Disease Control (CDCs) and HIV/TB prevention systems across seven provinces in Vietnam by implementing a tailored performance-based method.
Context
The health workforce sector in Vietnam faces significant challenges due to the integration of disease programs into provincial CDCs, the increased workload from COVID-19, and the transition to the national social health insurance system. From 2019 to 2023, HUPH piloted the first phase of this project, developing and testing a customized performance-based (CPB) method within the HIV program to inform evidence-based HR decisions in the public health system. Building on the successes and lessons of phase 1, phase 2 of this project aims to disseminate the CPB method to other health areas, and to community-based organizations (CBOs) and social enterprises (SEs). This phase focuses on improving HR management efficiency and effectiveness, fostering the sustainable growth of CBOs and SEs, and strengthening their contributions to the prevention and control of HIV, tuberculosis (TB), and other diseases.
Description
The project aims to improve the effectiveness and efficiency of Vietnam’s health system response to HIV, TB epidemics, and other health threats by enhancing evidence-based HR management. It also focuses on empowering CBOs and SEs to address public health threats using the CPB method and seeks to create a policy environment for scaling up this approach.
The main activities implemented are :
- Adapt the CPB method from phase 1, for broader application in CDCs and HIV/TB prevention systems;
- Conduct training sessions;
- Develop guidelines for CBOs and vulnerable groups;
- Document the implementation process of applying the CBP method in HR management.
Impact
This project is expected to address challenges within the national health management system through the scale-up of HR tools. The goal: to improve HR decisions, enable a more effective HIV/TB response, and ultimately lead to enhanced healthcare service delivery and improved overall healthcare outcomes.
