Are you eligible for these calls for proposals?
The primary project lead must be a legal entity established for at least three years by the submission date. It should have a board of directors or a governing committee and its registered headquarters must be located in a country specified in the call for proposals regulations.
Which funding pathway is right for your project?
- The “New Projects” pathway, designed to support projects from their inception;
- The “Next Phase Projects” pathway, aimed at ensuring the continuity and strengthening of projects previously funded by L’Initiative, promoting their integration or expansion at the local or regional level.
What are the key features of L’Initiative’s project funding?
Project duration: 36 to 48 months
Possible grant amount: Between €650,000 and €3,500,000.
- The grant covers at least 50% of the project budget.
- A minimum co-financing of 10% is required if the annual expenses of the project lead exceed €5 million.
The “New Projects” Pathway
Under the “New Projects” pathway, three distinct calls for proposals are launched. Two focus on intervention projects, while the third targets operational research project leads.
Call for Proposals “New Projects” – Strengthening Health Systems
For projects aimed at strengthening health systems by focusing on health human resources, while integrating the “One Health” approach, human rights, and gender equality.
Call for Proposals “New Projects” – Key and Vulnerable Populations
For projects targeting key populations most at risk of the three diseases with limited access to services, as well as vulnerable populations – particularly young girls and women. Special attention is given to projects addressing multiple vulnerabilities.
Call for Proposals “New Projects” – Operational Research
For projects supporting innovative research aimed at enhancing prevention, early diagnosis, and effective management of antimicrobial resistance – a significant challenge in combating HIV, tuberculosis, and malaria.
Timeline for the “New Projects” Calls for Proposals
These calls for proposals were published on 20 November 2024. The deadline for submitting letters of intent is 21 January 2025 at 12:00 pm (UTC+1). The selection committee will review the letters of intent in April, followed by the proposal development phase from April through the end of June 2025. Final selections will be announced in October 2025.
The “Next Phase Projects” Pathway
The “Next Phase Projects” pathway is designed to support projects previously funded by L’Initiative that meet one or more of the following criteria:
- Integration of the project into national policies (strategic plans, health programs, or incorporation into the health system);
- Continuation with co-financing from the Global Fund or other donors;
- Replication (adapting the project’s activities for new beneficiaries and/or expanding to other regions, districts, or cities);
- Further development of the approach established in the initial project;
- Transfer of the project and its activities to a local lead for replication;
- Ensuring the project’s long-term continuity.
Please note
In the following cases, a project cannot be included in the “Next Phase Projects” pathway and must instead follow the “New Projects” pathway:
- If it is replicated in a new country without involving the country from the previous phase;
- If it is an operational research project.

Call for Proposals “Next Phase Projects” – Vulnerable Populations
For next phase projects that focus on key populations most at risk of the three diseases and with limited access to healthcare services, as well as vulnerable groups – particularly young girls and women. Special consideration is given to projects addressing multiple vulnerabilities.
Call for Proposals “Next Phase Projects” – Strengthening Health Systems
For next phase projects that enhance health systems by prioritizing health human resources and integrating the “One Health” approach, human rights principles, and gender equality.
Timeline for the “Next Phase Projects” Calls for Proposals
These calls for proposals were published on 20 November 2024. The deadline for submitting concept notes is 21 January 2025. Eligibility verification and concept note reviews will take place in February and March, followed by the selection process conducted by the selection committee in April. Final decisions will be announced in May 2025. After notification, project leads will finalize their proposals in collaboration with L’Initiative’s team. Once approved by the Steering Committee (no-objection decision), grant agreements will be signed, enabling operations to commence by December 2025 at the latest.

Projects eligible for this pathway must aim to drive transformative changes in both health policies and practices, with a focus on addressing neglected health challenges and strengthening health systems.
